Fix to CO Settings Garbage Collection Re-queue Interval
The Garbage Collection Re-queue Interval, configured via the COmanage CO's CO Settings, was implemented in seconds via the user interface, but should have been implemented in minutes. (The default value was 1440, with the intention to be 24 hours, not 24 minutes.) Registry v4.3.0 now treats the value as specified in minutes, but the value is not modified while upgrading. Deployers that never modified this value need not take any action. Deployers that have modified this value should confirm it correctly maps to their intentions.
