Agenda
1.    NTAC Update
Paul mentioned that nominations are being accepted for NTAC vice chair.  John Moore has been nominated.  All NTAC members are eligible to be nominated for vice chair and self-nominations are welcome.
2.    Internet2 Update
Chris Robb mentioned that the links between Atlanta and Washington and Salt Lake and Kansas City have been 30% over threshold during the past couple of weeks.  He went on to say that, in NY, a second peering being brought up. There have been some outages on the infinera amplifiers causing short outages on one-two waves at a time. Infinera has identified the problem and is working with Level 3 and Internet2 on a timeline for a fix.
3.    AOAC Update
Paul Schopis mentioned that the AOAC continued to talk about the next generation of the network as well as solutions for end of life issues of the current routers.  They also reviewed the plans for DCN, endorsed support of member requests for Cisco telepresence and heard a report from the recent community meeting to discuss the possible consolidation of TR and CPS.
4.    Peering WG Update
The TR/CPS meeting held on March 25 to talk about consolidating the services.  The purpose of the meeting was to ask the community about the consolidation of services.  Most in the community were supportive of the consolidation.  A few questions were asked.  The Peering WG will lead the discussion and the next Peering WG meeting will be held on April 21.
5.    DCN WG Update
Linda Winkler sent the following to the NTAC:
The DCN Working Group recommends that Internet2 continue with the process of implementing the DCN Pilot Program in July 2009, as laid out in the original white paper defining the process in September, 2008. However, in recognition of several shifts in the DCN landscape that have occurred over the past 6 months, the Working Group is recommending a change in that plan: Specifically, that Internet2 not recover fees until July 2010. Furthermore, the Working Group recommends that, in the interim, Internet2 take a more holistic view of the DCN service as it relates to its partnerships with the regionals and campuses, as it fits into the end-to-end model, and as it relates to future hybrid networking paradigms.
Paul asked if the NTAC agrees with this statement.  Those on the call indicated that they agreed with the statement and endorsed having Paul take the statement to the AOAC and indicate that the NTAC supports the statement.  The WG will meet on a call in two weeks (4/20) and will also meet in person at the Internet2 SMM.
6.    Routing Policy Group
There was no update.
7.    Performance Group
The performance group recently had a call and there was presentation on PL1 monitoring for US LHCnet.  The presentation has been posted to the performance group wiki.  The performance group will have a face-to-face meeting at the SMM.
8.    Update on ARIN issues
Dale wasn't able to join but asked Dave Farmer to comment on a couple of ARIN proposals.  Dave sent the following update on ARIN issues to the NTAC:
There are several proposals up for discussion at the ARIN XXIII meeting in San Antonio, April 26 - 29, unfortunately this is the same week as the Spring I2MM in DC.

Draft Policies that should be under discussion:
1. 2009-1 Transfer Policy
Probably the most important item is 2009-1 Transfer Policy, which is for the Board using the Emergency PDP; See the attached statement for the ARIN Board. This is intended to create a general transfer policy.https://www.arin.net/policy/proposals/2009_1.html
2. 2009-4 IPv4 Recovery Fund
In short with this proposal ARIN would buy back address space and make it available on for a fee to fund the recovered address space.  This is accomplished with a biding system.https://www.arin.net/policy/proposals/2009_4.html
3. 2008-8 Identify Invalid Whois POCs
This would require annual testing of POC information, this is intended as a first step of finding abandoned IPv4 space.  This is the possibility of impact to the R&E community with the one as will will all need to insure our POCs are valid, but we should be doing that anyway.https://www.arin.net/policy/proposals/2008_7.html
4. 2008-3 Community Networks
Intends to provide IPv6 assignments to Community Networks.  Might be of interest to the R&E Community as we frequently sponsor these kinds of efforts.https://www.arin.net/policy/proposals/2008_3.html
5. 2009-2 Depleted IPv4 Reserves
This proposal limits IPv4 allocation to /20 once ARIN reserves get down to a /9, to ration out the last bits of IPv4 address space.https://www.arin.net/policy/proposals/2009_2.html
6. 2009-3 (Global): Allocation of IPv4 Blocks to Regional Internet Registries
This proposal intends RIR to return recovered IPv4 address space to IANA where it will be reallocated out to the RIRs on a twice annual basis.https://www.arin.net/policy/proposals/2009_3.html
He encouraged the NTAC to participate on PPML, remotely or in person at ARIN XXIII meeting.  He also pointed out what he thinks is important to the community.  Discussion between now and the upcoming ARIN meeting will inform the Board actions.  Dave also mentioned that there is some discussion regarding keeping an updated database of POC so that unused address space could be identified.  Dave encouraged everyone to update POC and monitor spam for messages from ARIN.
9.    Information and Infrastructure Group
The IS-WG has been making steady progress on identifying use cases and requirements for the unified information system.  In addition, the group has had some fruitful discussions about the current global lookup service in perfSONAR and has been documenting some of the algorithms it uses and evaluating alternatives.
