New Network Update
Rob indicated that they have been waiting on resolution for a timing issue for cienas in Chicago before cutting over Pittsburgh and Drexel.  That has been resolved.  will be finished in washington and router will be coming out; KC router---everyone will be off soon; closing up the eastern part of the US and start focusing on the west
Trying to get into 818 in LA;
In September lose qwest rings on west coast; now three weeks behind
Need to finish this on time
Have accommodated people wondering about the future

Commodity transit and peering
No report

HOPI
Jerry Sobiestki indicated that the link between wash and Chicago up and completing cross connects; hoping to having Chicago up on newnet next week and want to show that dynamic services working during the member meeting
Have workshops showing how to design and implement control plane (DRAGON software; all open source and still adding features to it); first one at NYU and received good reviews; second one at MAX in May; there is information on the Internet2 web page; another workshop in late May at Ames; another one is scheduled in June at KC

Letter to NPT
Paul sent a draft letter to the NTAC.  Some changes were suggested by the group via email. 
-ethernet services and dynamic services are different
-push-back from RONs in their ability to pay
Jerry mentioned that the dynamic services aren't the crux of the business issues; he expressed concern that the dynamic services not be looked at something different than the other new services offered
It was mentioned that the group wants to push the technical aspects of the network rather than the business case.  Paul mentioned that the Quilt has indicated that they would not be using the dynamic services soon and it doesn't seem equitable to support some of these services for only a few organizations.  Rob mentioned that the Cienas are used for production services (backhaul, etc.).  John Streck mentioned that this point has not been resolved within the group.  Jerry mentioned that he would like to have the letter technical aspects--that is the charter of the NTAC; is the NPT the right place to send information regarding the business case.  Paul mentioned that the technical issues are inseparable from the business issues and there is a cost-benefit ratio.  Jerry mentioned that the community needs to make these as easy as possible to access.  Jerry Sobieski and John Moore will work on clarifying the issues.  They will be finished soon so that the letter can be sent to the NTAC for approval.  Paul asked that the letter include information indicating that the NTAC is going to organize a layer 2 working group.  Discussion ensued regarding the name as it is more than layer 2 WG--rather it could include work at any of the layers less than layer 3, perhaps a connection-oriented circuit services WG or light-path WG.

Peering Update
Steve Wallace indicated that the 10 gig connection to PAX is up; will be adding peers to the connection; will begin to treat service as more production-like; will be looking at things as exchange points and will be waiting to see what the merged organization wants to see.  The working group was to be provided by the end of February and Paul asked if the peering will continue to wait for those recommendations.
