Grouper custom template via GSH delegated VPN management

This GSH template allows school and center VPN admins to manage their instance of a dept VPN

There are three GSH templates to make this work:

1. Manage VPN (for department admins or central networking)
2. Add / edit VPN instance (for central networking people only)
3. Delete VPN instance (for central networking people only)

Each VPN has 4 "roles"

1. Owner
   1. Can manage the lists of admins or owners.  Attests the membership report.  Can do anything admins can do.
2. Admin
   1. Can add / remove VPN employee users or guests
3. Employee user
   
   1. Can use VPN until employment ends
4. Guest
   1. Can use VPN
