1.    Internet2 Update
Chris Robb reported:
- Upgrade to JunOS 8.4R2 on March 8th
  - initially rendered JunoScript useless, but workaround identified
- Charlotte colocation suite in progress
  - targeting May 31st activation
- Level3 Infinera upgrade to 4.0.1 halted
  - Infinera identified severe bugs and recommended customer-wide cease
  - KANS-HOUS upgraded prior to identification (no impact)
  - new code from Infinera expected in next several weeks
  - Level3 to upgrade I2 shortly afterward
  - no OADM-related outages in last few months
- Seattle node buildout
  - running cost scenarios for Infinera metro
  - asked Level3 to move node to Westin (one last time)
  - collaborating with PNWGP on colocation needs/transition plans

Caren Litvanyi added that the most of the connectors have completed the IPv6 transition.  Three will be completed within the next two weeks and three others are not progressing as well as hoped.

2.    AOAC Update
Paul provided an update on the Advisory Councils meeting that was held in Dallas at the beginning of March.  The Councils reviewed the strategic plan document and provided input on it.  The document is a work in progress.  There will be an opportunity for the community to discuss the document at the SMM in April and the document will remain a work in progress until after those discussions.

3.    Peering Working Group Update
Jeff had nothing additional to add to the report provided by Caren during the Internet2 Update.

4.    Working Groups
Paul had conversation with Rob Vietzke in Dallas regarding the formation of some NTAC working groups and that was followed by a phone call with Rob, Dave Jent and Eric Boyd last week.  Internet2 is interested in having the NTAC provide proactive technical input. Five possible working groups identified and Internet2 is asking the NTAC to create working groups and identify a chair for each. Non-NTAC members will be welcome to participate in the working groups.

- The Rural Health Care Pilot Project Group is a joint group comprised if NTAC and AOAC members. There are both technical and policy ramifications in its charge. The group will examine the issue of small commercial ISPs providing access services to Rural Health Care recipients and the limitations and recommendations on how to deal with them. Specifically, many will not be able to provide router filtering nor simple layer 2 back haul to the Connector/RON providing Internet2 Service.

- The Dynamic Circuit Network Working Group will examine uses and development for the DCN service as well as provide best practices and expectations for RONs and campuses.

- The Measurement Working Group will work with I2 staff and the community to provide best practices for network measurement. Implementations and practices will be examined.

- The Phoebus (session layer protocol) Working group will examine Phoebus and other high bandwidth file transfer protocols. The group will make recommendations regarding best practices, protocol choices and adoption recommendations.

-Information Working Group will explore the recent interest in ways of describing and discovering network resources and topology. This group will examine those areas and make recommendations.

5.    ARIN Update
The next ARIN meeting begins on Sunday, Arpil 6.  They do a good job of netcasting and Dale encouraged participation.  David Farmer indicated that he would forward the ARIN netcast announcement to the NTAC.  Paul asked that an alert of any emerging hot topics be shared with the NTAC list.

6.    Naval Observatory Update
Dave Farmer is working with Jose and their progress has been slow.

7.    Other topics

David Farmer asked about the recent incident that occurred in Texas involving Akamai.  Steven Wallace indicated that he had a conversation with the people in Houston and they indicated that they thought that they were benefiting the community by using the configuration that they did.  When they understood that wasn't the case, they quickly rectified the situation.  Dave Reese asked that the community create guidelines for such situations.  It was suggested that a working group be formed to address these issues.
Routing Courtesy and Best Practices - Recently there was an incident involving the advertisement of routes across the Interne2 network which violated principles held to be self-evident by many in the community. This group reexamines and articulates the principles via a document.

NTAC-announce list
A request was made to create an NTAC-announce list to which the tech contacts of all connectors can be subscribed.  If any changes to the Internet2 architecture are proposed, those on the list will be provided with the opportunity to comment prior to the changes being implemented.
