Goal
Assemble a strawman that we can then review (and possibly replace) as a larger group,

- Review/Assemble Agenda
- Agree on format and contents of the "strawman" proposal.
- Define and document core use cases for SOR->Registry integration upon which to base design work
- Assemble/reaffirm CIFER reference architecture for SOR and Registry components in relation to provisioning.
