Background
CAS is a mature WebSSO project distributed under an Apache 2 license and housed at Jasig. CAS is maintained primarily through volunteer efforts of higher ed and non-higher ed participants, with some work funded through Unicon's cooperative support model.
Hypothetical Request
Northern University wants ClearPass (a mechanism for exposing passwords to applications that cannot support proper SSO) to be part of the CAS core distribution. The CAS steering committee is not in favor of this proposal.
Execution
Northern University offers to fund work as part of the Authentication Workstream. The funding request is passed to the CAS steering committee for validation. The steering committee votes against this funding. The JV declines Northern University's offer.
