TIER Campus Success Program This document outlines the requirements of submitting a proposal to participate in the TIER Campus Success Program which is intended to assist the entire community over the next year by: ? accelerating local adoption of TIER components so the community has guidance more quickly, ? assisting campuses in the successful deployment of TIER-packaged components to address one or more campus need(s), ? providing lessons learned about the local challenges and solutions and developing the first deployment guidance and advice for later adopters in the form of presentations, project reports, and locally produced TIER-related artifacts, ? informing the TIER program about issues encountered in production implementation and provide data for next steps regarding adoption support, technology development and feature set. Internet2 is seeking a diverse group of higher education institutions interested contributing to the community by adopting at least one of the identity and access-related components in the TIER distribution to address campus needs and contributing their gained knowledge to the broader public effort. Proposals in which more components will be implemented are more likely to be accepted, as are proposals whose acceptance to the program increases the diversity of campus circumstances and needs. The program funding will be used to pay for program manager time, workshop planning, subject matter expert/trainer travel, and participation at TIER Technical Training. Participating campuses will cover their own expenses to be a part of the program, beyond those mentioned in this document. The TIER Program will select a limited number of diverse schools through this call for proposals. The chosen organizations will commit to participating in the Campus Success Program for one year. Background TIER is a community-driven effort, coordinated by Internet2, to develop a consistent approach to identity and access management (IAM) that simplifies campus processes and advances inter-institutional collaboration and research. TIER is both an open-source toolset and a campus practice set focused on: ? sustaining the community software investment, ? integrating the software and project teams together, and ? extending the software and practices to support use cases such as those contributed to kick off TIER requirement gathering. TIER provides an effective federated identity, attribute, and access management system and builds on more than a decade of community work to develop the InCommon Federation, Shibboleth Single Sign-On and Federating Software, Grouper enterprise access management software, COmanage (collaborative organization management software and person registry), and other identity and access management solutions. TIER integrates these services and provides a consistent interface and packaging and makes it easy to connect with the InCommon Federation, the US trust infrastructure for research and education that connects to the global interfederation service. Just as important is the creation of a long-term model for sustainable support and development. TIER institutions are creating and adopting a community-defined set of practices to ensure a common approach to providing access to resources for researchers, faculty, staff, and students. Participation Requirements and Deliverables Organizations participating in the TIER Campus Success Programs will commit to: ? Develop a local TIER implementation and deployment plan to address one or more campus needs and the time and resources to follow through. ? Report out bi-weekly on successes and challenges with other adopters via conference calls. Publish public bi-weekly summaries for community members to track. Publish appropriate artifacts as they are completed. ? Participate in training and education on TIER through webinars, subject-matter expert discussions, and two face-to-face meetings to be scheduled. ? Present your experiences at selected meetings attended by other organizations like yours, such as EDUCAUSE conferences, associations such as CLAC, and Internet2 conferences. ? Develop a public final report on findings at the close of the Campus Success Program, and contribute locally produced case studies and other valuable artifacts back to the community to support further adoption of TIER components. While there are specific deliverables and participation requirements included in this call for proposal, there are no requirements for who does the work. For example, the organization submitting the proposal doesnŐt necessarily need to have in-depth knowledge of TIER and could for instance contract with another organization for technical implementation and deployment. PARTICIPATION SUPPORT AND FUNDING The TIER Program will provide participants with: ? Planning workshop for up to 3 people per campus, together with community IAM subject-matter experts. ? Technical training on containers and TIER packaging/installation/configuration, including basics on the containers used with the TIER components. Campuses can send up to 2 people. ? Bi-weekly calls, collaboration tools for adopters to help each other and report out. ? Access to TIER and community IAM subject-matter experts as needed. Proposal Submission Information To assist in a speedy evaluation, your proposal should not exceed five pages in length (not including supporting materials) with the following outline: A. Project Description ? Executive Summary for publishing on the final TIER Campus Success website ? Organization description including demographics such as size, range and nature of academic programs, location of your university or college, and the campus need(s) to be addressed. ? Target TIER components to be Implemented. Include documents or other artifacts you anticipate will be contributed to the community. To the extent practical, please include details such as project plan outline, expected deliverables, and timeline. The components in scope for this program are the TIER containerized versions of: ? Shibboleth IdP and SP ? Grouper Access Management Software ? COmanage Collaboration Management Platform ? Entity Registry such as midPoint(To be delivered late fall 2017) ? Any synergistic projects currently underway. ? Anticipated need for training by project staff on TIER and/or general Identity and Access Management. B. Project Support and Personnel ? Demonstrated commitment by the organizationŐs CIO or other appropriate executive leadership to its participation. ? Names and titles of the intended lead(s) and contacts for the project along with a brief description of their qualifications. ? Deployment partners or contractors, if any. C. Supporting Materials You are welcome to attach supporting materials that amplify or support your proposal. REVIEW AND SELECTION The TIER Community Investor Council and Internet2 will review the proposals and choose the final participants based on TIER components to be implemented, diversity of program participants, and overall strength of proposals.
