Meeting

1.    Update on Working Group Affiliations--Legacy Groups, etc
The NTAC had asked for clarification on affiliation of technical working groups; that is, whether the technical working groups should report through the NTAC or report directly to one of the Councils. At the f2f, David Lassner of the GNC spoke about this.  In general, the NTAC will act as home for technical groups.  The AOAC as well as the other councils may ask NTAC for technical help on particular issues that may or may not necessitate the formation of additional technical working groups.

2.    Community feedback on operational issues
At the f2f, Dave Reese indicated that some technical issues don't get as much vetting as the community might desire.  Ana Preston, Paul Schopis and Dave were tasked to gather best practices for a vetting strategy.  On the call, Paul asked for the NTAC to share their procedures.  He indicated that OARnet uses a MOP and change management procedure and he will share that.  Dave Farmer shared that mailing lists are an important component of this and people can choose to subscribe or not, depending on their interest.

3.    Joint Techs face-to-face
Dave Farmer indicated that the Joint Techs program is typically quite full and slotting in an NTAC meeting of sufficient length to provide time for discussing issues is a non-trivial task.  Eric mentioned that there is consideration being given to the time constraints surrounding side meetings at Joint Techs.  Discussion ensued.  The point was made that many of the working groups have met at previous meetings and will probably meet at the upcoming meeting.  The discussion was tabled for the upcoming Joint Techs (February 2009) and will be taken up for the next Joint Techs (summer of 2009).

4.    Update from Internet2
Chris mentioned that the IPv6 move to the CPS vrf occurred a couple of weeks ago.  The international peerings are cluttered with commercial peers on IPv6.  Because the traffice is coming from peers, not being tagged correctly so started filtering common AS's on v6.  This is a light-weight solution.  Chris mentioned that he will be sending a note to the v6 wg list describing the situation.  Dave Farmer mentioned that, at the ARIN meeting, there was mention that the R&E network community is not held in high esteem because of the current v6 routing policy.  Dave Farmer mentioned that v6 filtering is complex and few understand it well.  Caren added that the transition of v6 to CPS is a process and it is happening in pieces.  Paul suggested that the IPv6 working group and CPS working group work with Internet2 to resolve these issues.  It was suggested that participation be widened to anyone interested whether members of those two groups or not.  Dave suggested including the international peers in order to completely solve this.

Chris went on to say that Internet2 is providing six circuits for SC06.  There will be a change freeze during SC08.

Chris also mentioned T1600 upgrade that will be beginning soon.

5.    Update from AOAC
Paul provided an update on the AOAC at the f2f meeting and no additional meetings have occurred since then.

6.    Update from Peering Working Group
Jeff indicated that the group worked on the CPS IPv6 migration.  Chris mentioned that there is an upgrade to 20 gig in Chicago.

7.    Report from RHCPP Working Group
David Crowe was unable to be on the call.

8.    Report from DCN Working Groups
Linda wasn't able to provide a DCN update during the f2f NTAC meeting so quite a bit has happened.  Because Linda wasn't able to attend the call, Chris Robb and Eric Boyd provided the updated.  Chris mentioned that there have been discussions within the working group regarding getting the pilot launched by July 2009.  They are also discussing a business plan and they expect discussion to continue through March 2009.  The pilot is considered to be DCN v1 so there is likely to be additional discussion as DCN is launched in July. Eric mentioned that they are working on web interface to show DCN use to the community.

9.    Report from Routing Policy Working Group
David Farmer mentioned that he has been working on a paper on routing policy and hopes to have that to the group within the month.  Then, it will be shared with the larger community.  From Dave's point of view, the v6 issue has cemented the need for creating policy.

10.    Update on Performance Working Group
Carla Hunt was unable to attend the call.

11.    Update on ARIN issues
Dale Finkelson was unable to attend the call.  David Farmer mentioned that there was a v6 presentation at the ARIN meeting and he will send a link to the presentation.  He mentioned that there was much discussion on the topic of transfer policies.  Dave Farmer was elected to the ARIN advisory council beginning in January.

12.    Update on naval observatory
Dave Farmer hasn't been able to get any traction on this topic and he is willing to yield it to someone else.  This would be an interesting issue to examine from a v6 perspective.  Jeff Boote mentioned that there are no restrictions on the NTP servers although they are not advertised.  That could play into the solution.  Jeff believes that the NTP servers are running v6.

14.    Information & Infrastructure (Martin Swany)
Martin was unable to attend the call.
