Group reviewed latest draft on principles and recommendations.

  • Discussed adding CALEA as recommended working group.
  • Add more detail on membership representation for NTAC make up (per Garret's email)

Discussion on the make up and NTAC member selection; want to have a process that is
transparent or where the steps that are taken are shared with the community.

Final decisions should be driven by membership. At a minimum, some initial nomination
committee with some rules on transparency - clarity about the criterion upon which members are
selected. Some discussion on current mechanisms in place (say for selection of members of
NPPAC).

May not have time to define the whole process - but rather, NAG could just highlight a skeleton; a
minimum set of principles that will help the actual NTAC then work the process out. What NAG
can do is highlight the desirable things like transparency but also, how decisions should be made
through a process that is openly communicated; where the decisions may be made by Internet2
and memberships but also, where members have the dominant role.

While first round of NTAC members may need to be installed by a nominating committee, it is
necessary to communicate to the community how initial members were selected in an open and
transparent way. Review Ray Ford's recommendations (per email); will include in principles
documents:

Internet2 should develop and implement a selection process for NTAC membership in which
membership criteria are clearly stated, nominations for membership are open, comments on
suitability and qualification of nominees is open for community input and recommendations, and
final decisions are made through a process which includes both Internet2 members and staff, but
in which Internet2 members have a dominant role.
