From 1:00 - 3:00 the discussion focused on the national "No Child Left Behind" legislations and its implications for advanced networks and applications. Speakers included John Bailey, Director of Educational Technology, and Chris Israel, Deputy Assistant Secretary for Technology Policy. Discussants included members of the Internet2 K20 community. The last hour of the meeting, from 3:00 - 4:00 there was a closed meeting for Advisory Committee members to discuss goals for 2003.

K20 @ the Internet2 Spring Members Meeting  - The group talked about the attendance of John Bailey, Assistant Secretary of Education, and Bruce P. Mehlman, Assistant Secretary for Technology Policy, U.S. Department of Commerce at the K20 meeting. A list of questions and comments were generated.

    * E-rate status report. What are the chances it will go away. What happens in states if it does? Impact on I2?
    * Why the lowered emphasis on education technology funding within NCLB
    * What sort of federal requirements are there for technology grant monies offered by NCLB, TOP and other federal education grants?
    * Update on the Dept. of Commerce TOP grant. Will it be going away? What will replace it if it does? Are there other federal grants we should be looking out for?
    * What vehicle is there for the education technology community to help shape NCLB? How do we provide feedback on the policy direction of NCLB?

Several people suggested this meeting is an opportunity to provide insight into what is happening on the ground in the SEGP communities with regard to NCLB. It might also be an opportunity to show examples of how funding technology in education helps students meet the achievement levels outlined by NCLB.

    Action Item: Bill Giddings, Carole Inge, and all others with quantitative and qualitative studies making these points will send them to James or Louis. We will then send them out to the group via the k20advise listserv.

For the final hour closed meeting, it was suggested the group focus on identifying specific tasks the advisory members could do in between phone conferencemeetings

New I2K20 database, Frameworks Working Group - James provided an overview of the scope of the project, goals, and showed work done up to this point. The group indicated the database would serve their communities very well and is the right tool at the right time for the Initiative. We're hoping to have something more demoable by the spring members meeting.

Project Updates -

    * Deaf Education Project: Linda Roos recently emailed Harold Johnson about setting up a face to face meeting in May or June to further talk about how the I2K20 Initiative can collaborate with this great project to move both causes forward. James has had a couple conversations with Harold about next steps. Harold will draft a short list of items the Initiative can help them with.
    * Jason Project: George Loftus provided a report on the fantastic success of the recent Jason/I2 partnership to deliver the Jason 14 expedition via video conference to 23 k-12 sites in several SEGP states.

          Action Item: George will consider drafting a report to publicize the event. Several people mentioned creating a "lessons learned" document.

    * TIES - TV by Girls: Marla Davenport provided a summary of this interesting project. Marla will submit a project description to James to be included on the website.
    * PBS-Quilt - Greg Marks gave a report on an effort to provide schools remote control access to the Milwaukee Zoo/Aquarium exhibits starting this summer on a trial basis. This project is a good test of end-to-end performance.

K-12 Middleware Workshop - James summarized the goals for this workshop and asked for volunteers to help review the existing proposal and plan the workshop.

    * Responses:
          o Greg Marks, Andrea Deau, Sherilyn Evans all will identify middleware experts in their departments who would be willing to help.
          o Marilyn Davenport volunteered to help

Other Items - Andrea Deau reminded people about the Institute for Museum and Library Services new "Request for Proposals To Develop Innovative Approaches to the Use of Broadband Technologies for Learning."
