Starting in Federation Manager 5.0 (released in May 2020), a Site Administrator can un-publish an entity in their organization from the InCommon metadata while still keeping it available for editing in Federation Manager. Prior to Federation Manager 5.0, to un-publish an entity from the InCommon metadata, a Site Administrator had to either delete the entity from Federation Manager altogether or petition the Federation Registration Authority to un-publish.
NOTE: Un-bpulishing or deleting an entity requires Site Administrator approval. A Delegated Administrator can request these actions (only on service providers they manage) subject to Site Administrator approval.
To un-publish an entity from the InCommon metadata, but keeping it available in Federation Manager:
Log into the Federation Manager as a site admin.
From the home page (SA Dashboard), find the entity you wish to un-publish and click its entity ID to bring up the View/Edit page.
Click "Review and Submit" from the left navigation to bring up the Review and Submit section.
From the Review and Submit section, click the "Un-publish This Entity" button.
NOTE: The "Un-publish..." button will only appear if the entity is currently in a Published state.

Delete an entity from Federation Manager
IMPORTANT! Delete an entity from Federation Manager will also un-publish it from the InCommon metadata.
To delete an entity from Federation Manager altogether:
Log into the Federation Manager as a site admin.
From the home page (SA Dashboard), find the entity you wish to un-publish and click its entity ID to bring up the View/Edit page.
Click "Review and Submit" from the left navigation to bring up the Review and Submit section.
From the Review and Submit section, click the "Delete This Entity" button.
