How are we going to move forward on creation of wireframe?

Fairly rough agreement on what flow should be. Two proposals:

1. a world where everyone has an AdmitMe identifier, and that IdP will have accounts for each individual

2. a more complicated world where individuals may not have an AdmitMe account, may already have accounts that previously existed at another authority.

Build workflows and diagramatic sequences. From them, build wireframes. Wireframes should be considered separately.
