    I believe this was the session where Dedra presented CalAccess and discussed coarse-grain access, and someone else discussed "guest access" systems/issues.

    Part of discussion was blurring the line between authN and authZ if the IdP/SSO service enforces even coarse-grain (will it send your info to the service or just give you a "not allowed" error) access.

    Several agreed there was merit/use for this method, especially with SP owners managing the rules for who can/not access their SP at all.

    Note the system includes workflow including initiation and approval of requests for coarse grain access.
